What is the ruling on giving the Scout salute to the Lebanese flag when it is raised?

If an association involves violations of Islam, a Muslim is not permitted to continue in it or to join it. The "Scout salute" to the flag is a tradition of non-Muslims, and it may lead to exalting the homeland more than religion. If this intention exists, it is a sin and a forbidden act. If it does not exist, it is suspicious, and it is better to avoid it based on the : "Leave that which makes you doubt for that which does not make you doubt," and the hadith: "Whoever performs a deed that is not in accordance with our matter, it will be rejected."
