Is it permissible to masturbate and have sexual fantasies for one who suffers from prostatic congestion due to sexual repression?

Masturbation is forbidden by Islamic law, and one should not use it to "treat" oneself. Rather, one should wait after urinating until they are sure all drops have exited, and they may use gentle squeezing and pulling of the male organ, and perform movements like sitting or standing. Then, one should perform istinja' (washing private parts) and sprinkle water on their undergarments to ward off obsessive thoughts. There is no harm in placing a tissue and then removing it at the time of prayer. Marriage is advised if possible; otherwise, one should increase voluntary fasting and engage in beneficial activities such as seeking useful knowledge, performing good deeds, permissible recreation, or productive work.
