Are the hypocrites described in Surat Al-Baqarah as (deaf, dumb, and blind, so they will not return) the same ones mentioned in Surat An-Nisa (except those who repent and mend their ways and hold fast to Allah and purify their religion for Allah – then those will be with the believers), and can the hypocrites of Al-Baqarah repent?

Allah Almighty's saying about the hypocrites: (Deaf, dumb, blind—so they will not return) means that they will not return from their error nor repent as long as they remain in their state, as stated in Ibn Atiyyah's tafsir. It does not mean that they will not believe absolutely, because the verse did not specify anyone, and all of them are invited to return and repent. This does not contradict Allah Almighty's saying: (Except for those who repent and reform and hold fast to Allah and make their religion sincerely for Allah—those will be with the believers. And Allah will grant the believers a great reward.)
