Are the divorces multiplied by repeating "She is forbidden to me" with the intention of abstinence from intimacy, not prohibition?

If a man forbids his wife to himself by repeatedly uttering words of prohibition, intending to avoid sexual intercourse with her, then only one expiation for an oath is incumbent upon him. It is forbidden for him to abstain from sexual intercourse with his wife for a period that would harm her.
