What is the ruling on one who suffices with the Two Testimonies without performing the obligatory duties, claiming entry into Paradise and the prohibition of his body from the Fire, and one who says: "I seek my need from Allah and from you"?

Whoever does not believe in the obligatory nature of the five daily prayers, zakat (definition), fasting, and Hajj, or does not consider unlawful what Allah and His Messenger have declared unlawful, is an apostate disbeliever. He should be asked to repent; if he repents, well and good, otherwise he should be executed. As for whoever acknowledges their obligatory nature but does not perform them, he deserves punishment, and most scholars say he should be executed if he does not pray. And whoever persists in denial until he is killed, he is a disbeliever; he should not be washed, nor should the funeral prayer be performed over him, nor should he be buried in the Muslim cemeteries. And whoever says that everyone who pronounces the two testimonies (Shahadatayn) will enter Paradise, even if he does not perform the obligatory duties, is an apostate disbeliever, because the hypocrites will be in the lowest depths of the Hellfire, and the Prophet, peace and blessings be upon him, described the one who abandons prayer and neglects it as a hypocrite. And the Fire consumes everything of the son of Adam except the marks of prostration. And whoever does not prostrate to the One Worshipped will be consumed by the Fire. There is nothing between a servant and polytheism except abandoning prayer, and the first thing a servant will be held accountable for regarding his deeds is prayer. And a servant should not associate partners with Allah by saying, "What Allah willed and so-and-so willed," but rather he should say, "What Allah willed then so-and-so willed," or "What Allah willed alone."
