The answer

If treatment necessitates travel outside the country, it is permissible to shorten the prayer due to the presence of the reason for shortening, which is travel. The duration of the travel does not affect the legitimacy of shortening. However, if the treatment is in the resident's own country, it is impermissible to shorten the prayer by scholarly consensus, as shortening is specific to travel. Whoever shortens a four-rak'ah prayer while resident, their prayer is invalid. But if this was due to ignorance, they are not obliged to repeat the prayer unless its time has not yet expired. The majority of scholars, however, hold the view that repetition is obligatory in all cases. If one wishes to be cautious and make up the prayers, that is good. The number should be estimated based on what is most probable if the exact number is forgotten.
