What should a wife do about her husband's inappropriate actions, represented by looking at and speaking with women, which have reached the extent of harassing some of her female relatives, causing her severe psychological distress?

Releasing the gaze and speaking to women unnecessarily is forbidden and a means to temptation. This is evidenced by Allah's command to lower the gaze and guard one's chastity, and the Prophet's (peace be upon him) saying: "The adultery of the eye is looking, and the adultery of the tongue is speaking."

If this behavior originates from the husband, the wife should advise him gently, explain the seriousness of the sin, and supplicate for his repentance. She is permitted to seek divorce if he does not repent, because persistence in minor sins renders them major. However, divorce may not always be the best solution, especially with the presence of children, so patience, advice, and supplication might be preferable.

As for accusing the nieces of harassment, they are presumed innocent until proven otherwise. If something does occur, the aggrieved party should advise him or threaten to inform their guardian.
