What is the ruling of Islamic law regarding a marriage whose contract has been completed, but whose ceremonies have been stalled due to the wife's family filing a divorce lawsuit, claiming false reasons, and using their influence to fabricate accusations against the husband, thereby forcing him to divorce under duress?

This worldly life is a realm of trials, and a Muslim must bear with patience the decrees of their Lord. Allah, the Almighty, says: "And We will surely test you with something of fear and hunger and a loss of wealth and lives and fruits, but give good tidings to the patient, Who, when a misfortune overtakes them, say: 'Surely we belong to Allah and to Him we shall return.' Those are they on whom are blessings from their Lord, and mercy, and those are the followers of the right course." The Prophet, peace and blessings be upon him, said: "No fatigue, nor disease, nor sorrow, nor sadness, nor hurt, nor distress befalls a Muslim, even if it were a thorn that pricks him, but Allah expiates some of his sins because of it." Therefore, we advise considering this matter a misfortune and confronting it with patience, for perhaps Allah intended good by the marriage not being completed. There is no point in issuing a fatwa regarding issues of divorce and the money presented to the woman, as long as the judge has already ruled in her favor. Matters of disputes require the ruling of a Sharia judge, not a fatwa.
