Was the Prophet (peace be upon him) sent to Iblis, or to the jinn and devils other than him?

The mission of Prophet Muhammad (peace be upon him) is universal, encompassing humans, jinn, and all creation. Al-Tahawi said: "And he is the one sent to all jinn and all creation." The Quran states this explicitly: "Blessed is He who sent down the Criterion upon His servant that he may be to the worlds a warner" (Quran 25:1). Scholars have stated that "the worlds" includes humans, jinn, angels, and devils. And since Iblis is from the jinn, he is among those to whom the Prophet (peace be upon him) was sent.
