Is it permissible to take out bank loans and borrow from people to finance projects, with the intention of repayment, knowing that debt is a grave matter after death?

One must seek guidance from Allah (istikharah) and consult experts before undertaking any matter, while being extremely cautious of usurious loans, as they are forbidden and devoid of blessings. Borrowing for a need is permissible if the borrower intends to repay, as the Prophet, peace and blessings be upon him, died while his shield was mortgaged for a debt. One must have a good intention and a firm resolve to repay the debt when taking it, for whoever takes people's money intending to repay it, Allah will repay on his behalf, and Allah is with the debtor until he repays his debt. What is blameworthy is squandering debts and not repaying them, or being lenient in taking them without need.
