What is the ruling on imposing a financial amount (500 Euros) on each individual among the mosque's attendees for its expansion, and obligating those who refuse to pay, whether they are worshippers, parents of students, or new arrivals, especially since some of them have already contributed to the purchase of the first mosque?

Building and maintaining mosques is among the best deeds, whether done individually or collectively, and it is one of the best forms of aid because it is an act of righteousness and piety. This great reward is attained by whoever builds a mosque from its foundation and by whoever expands it and adds to it, as Uthman (may Allah be pleased with him) did when he expanded the Prophet's Mosque. Building a mosque is not obligatory upon the mosque's congregation or those living near it; rather, it is on the basis of recommendation. There is no harm in charging fees to the guardians of students who study in the mosque in exchange for teaching their children, and then those responsible for the education donate these fees for the expansion of the mosque.
