Is it permissible for workers on a mobile oil drilling rig in the desert that belongs to a city, or for workers in a fixed residential complex that belongs to a city, to perform the Friday prayer?

If the workers are traveling in the desert and do not reside in a populated area, they are considered like the Bedouin people; they pray Dhuhr, and Friday prayer is not valid for them. However, if the catering complex includes closely-located dwellings and they are permanent residents, then they are considered like the people of a village, and Friday prayer is obligatory for them, based on the statement of Imam An-Nawawi: "It is a condition for the validity of the Friday prayer that it be established in collected buildings, which are inhabited in winter and summer by those for whom the Friday prayer is obligatory." If the buildings are scattered, Friday prayer is not valid there, by unanimous agreement.
