Which is better if one rises at night: prayer or reciting the Qur'an?

Prayer is better than reading outside of prayer, as stated by the imams of the scholars. The best of deeds is prayer. However, for someone who finds more vigor, contemplation, and understanding in reading than in prayer, then what is more beneficial for them is better.
