What is the ruling on looking at women during the month of Ramadan?

Looking at women is Islamically forbidden, because Allah commanded lowering the gaze and warned those who disobey His command. Looking at non-mahram women does not invalidate the fast nor necessitate expiation, but a Muslim must lower his gaze and repent to Allah for having done so.
