Is it permissible for a mother to dispose of the monthly financial allowance that the government pays for her child with Down syndrome, in order to buy a house for herself and this child, on condition that the house remains his after her, or to use the money to go on Hajj?

The salary allocated for children with disabilities is their property, and their guardian is not permitted to dispose of it except for the child's benefit. It is permissible to purchase a house for the child with their money, and it will be their property. A needy mother may take from her disabled child's money according to her need, without extravagance or causing harm to the child, due to the generality of the Prophet's (peace be upon him) saying: "You and your wealth belong to your father." This ruling also applies to the mother; indeed, she has a greater right to take due to her immense right over her child. She may also perform Hajj using her child's money if the child does not need it.
