This is because the default assumption is that what a person possesses is their property, and doubt does not render it impermissible. However, if it is known that the goods are stolen, then it is not permissible to purchase them. If a person is compelled to buy stolen goods due to the unavailability of a permissible alternative, then it is permissible only to the extent necessary to avert the hardship.
