What is the ruling on reciting the Basmalah aloud in congregational prayers? Is it a verse from Al-Fatihah? Scholars have agreed that the Basmala is a verse from Surat An-Naml, and it is written at the beginning of all surahs except Surat At-Tawbah. Imam Ash-Shafi'i held that it is a verse from every surah except At-Tawbah, citing the hadith of Abu Hurairah: "When you recite 'Al-Hamdu Lillahi Rabbil-'Alamin,' then recite 'Bismillahir-Rahmanir-Rahim.'" The majority of scholars held that it is not a verse from Al-Fatihah or any other surah, and its recitation is not obligatory in prayer. Some scholars held that it is a verse only from Al-Fatihah. And whoever says that it is not part of the Qur'an has committed disbelief. It is recommended to recite the Basmala in every prayer, whether audible or silent, in consideration of Ash-Shafi'i's opinion. However, whoever omits its recitation, their prayer is still valid, as the issue is one of permissible scholarly disagreement. There is no necessary connection between the Basmala being a verse from Al-Fatihah and reciting it audibly or silently; both are legislated. As for the hadith in question, it is weak but has been graded as hasan (good), and its meaning is that every matter of importance should begin with the mention of Allah's name or praise, otherwise it will be deficient in blessing. There is no evidence in it for the legitimacy of reciting the Basmala in prayer.
