What is the ruling on reciting the Qur’an outside of prayer without the Basmalah?

Scholars have differed regarding whether the Basmalah is a verse from the Holy Quran, and the preponderant opinion is that reciting it during a Surah is not prescribed. The Basmalah is a Sunnah (recommended practice) in prayer and outside of it, and it is not obligatory. Therefore, whoever omits the Basmalah, their recitation is valid, but they have abandoned a Sunnah. Its recitation is emphasized at the beginning of Al-Fatiha.
