Is it sufficient to pay a sum of money (one dinar) to each poor person for feeding the needy in expiation and as a penalty for intentionally breaking the fast during Ramadan, or is it required to provide them with food as some imams have done?

Intentionally breaking the fast in Ramadan is a major sin. It requires making up the fast (qada') along with repentance, if the breaking of the fast was not due to sexual intercourse. If making up the fast is delayed until another Ramadan begins, then along with making it up, one must pay an expiatory feeding of a poor person (fidyah), unless one was ignorant of the ruling. According to the majority of scholars, paying the monetary value is not sufficient.
