Is it permissible for the one being led in prayer to say the second Tasleem if the Imam says only one Tasleem, despite the Moroccan Scientific Council's affirmation of the sufficiency of a single Tasleem in mosques?

The Imam should not limit himself to a single taslim (salutation) in prayer, because the second taslim is legislated and performing it is better. Imam Ahmad and some Malikis were of the opinion that it is obligatory, while the majority of scholars consider it a recommended sunnah. Limiting oneself to a single taslim does not invalidate the prayer.

If the Imam performs a single taslim, it is permissible for the ma'mum (follower) to perform the second taslim, as it is more complete and cautious, and to avoid the disagreement of those who consider it obligatory.

Al-Nawawi stated in "Al-Majmu'" that the correct position in the madhhab is that two taslims are recommended, and this is also the view of the majority of scholars from among the Companions and the Tabi'in. Scholars have agreed that the prayer is valid with a single taslim.

Ibn Qudamah cited the hadith of Ibn Mas'ud and Jabir ibn Samurah as evidence for the legitimacy of two taslims.

The madhhab of Imam Malik details the ma'mum performing three taslims: the first for exiting the prayer, the second to greet the Imam, and the third to greet those on his left. However, Qadi Abu Bakr ibn al-Arabi rejected the third taslim and considered it an innovation.

In conclusion, it is recommended for the worshipper, whether Imam or ma'mum, to perform two taslims. If the Imam limits himself to one taslim, it is still recommended for the ma'mum to perform two taslims.
