What is the ruling on vocalizing the Basmalah when combining the end of a surah with the beginning of the surah that follows it in a congregational prayer, such as the end of Al-Hijr with the beginning of An-Nahl, according to the recitation of Qalun from Nafi'?

"Reciting the Basmala aloud between two surahs is correct according to the narration of Qalun from Nafi‘, but it is well-known in the Maliki madhhab that it is not recited in obligatory prayers, neither silently nor aloud. It is disliked in obligatory prayers unless one intends by it to resolve a difference of opinion, in which case it becomes recommended. The Sunnah after Al-Fatiha is to recite a complete surah, and Malikis dislike limiting oneself to part of a surah or exceeding it in obligatory prayers. According to the Hanbalis, reciting the ends or middles of surahs is permissible and not disliked in one narration, and disliked in another. However, reciting part of a surah from its beginning is not disliked by consensus."
