There is no objection to using a prepaid bank card, nor is there any objection to its issuer charging a fee for issuing it or for withdrawing money with it, even if it is a percentage of the withdrawn amount. This is because it is not a lending card, and the fees are a charge for the services provided. For prepaid credit cards, the bank is permitted to profit from cash withdrawal fees, exchange fees, issuance fees, and renewal fees, without being restricted by the actual cost. However, if the card allows withdrawal of more than the balance, it is considered a loan, and in that case, the company is not permitted to take more than the actual cost. Any increase beyond that is prohibited because it is usury (riba).
