According to the resolution of the Islamic Fiqh Academy, it is permissible to issue an uncovered card without usurious increase, and it is permissible to charge a fixed fee upon issuance or renewal, and a commission from the merchant, provided that the sale is at the same cash price. Cash withdrawal is considered a permissible loan if it does not result in a usurious increase, and fixed fees associated with the service are not considered usury. Any increase beyond actual services is prohibited. If the bank charges 50 Riyals for every thousand withdrawn, such that the amount increases with the increase in the withdrawn amount, even if in a single transaction, then this is prohibited usury. As for Bank Albilad, it charges 20 Riyals per single withdrawal, regardless of the amount withdrawn.
