It is permissible to withdraw cash with a Visa card, provided that it does not result in an usurious increase. Fixed fees for the service are not considered usury if they are not linked to the loan amount or duration. However, any increase beyond the actual services constitutes prohibited usury. Since many scholars have permitted the use of this card, considering its fees as payment for actual service, there is no harm in using it. Nevertheless, refraining from dealing with it is better and recommended, as it avoids disagreement and steers clear of ambiguities.
