Al-Baghawi said in his commentary on the verse: "And he for whom Allah has not appointed light, for him there is no light," that Ibn Abbas said: "Whoever Allah has not granted religion and faith, has no religion." And it was said: "Whoever Allah does not guide, has no faith." Muqatil said: "It was revealed concerning Utbah ibn Rabi'ah, who sought religion during the Ignorance (Jahiliyyah) but disbelieved when Islam came." Most scholars believe that it is general, applying to all disbelievers.
