What is the ruling on placing the Noble Qur’an on the same shelf with foreign books that may contain disbelief (kufr) or immorality (fusuq), knowing that it is placed inside a glass or plastic case and preserved in oil for display only in a European library? And what is the ruling on placing it on the middle shelves and not on the highest shelf in the library with other non-religious books?

Placing the Mushaf (definition) in a glass box and preserving it in oil in a library in a European country is not considered an act of desecration by them.

However, regarding placing other books that contain disbelief or immorality on the same shelf as the Mushaf: if a Muslim does this, they are to be prohibited from it because it contradicts the veneration of the Mushaf. A Muslim is also prohibited from placing anything on top of the Mushaf; rather, it should be placed highest, unless there are two Mushafs, in which case it is permissible to place one on top of the other.

Etiquette must be observed in arranging books by placing the Noble Mushaf above all, then books of Hadith (definition), then Qur'anic exegesis (tafsir (definition)), and so on, according to the honor of the knowledge.

It is permissible to place the Mushaf on a lower shelf in a cabinet and place other books or items on an upper shelf, as long as there is no intention of insult. It is also permissible to place the Mushaf in a cabinet and place shoes, for instance, on a shelf above it, or for shoes to be placed on a higher shelf in another cabinet above it. It is permissible to carry the Mushaf in saddlebags while the owner rides on top of the saddlebags.
