Is a make-up fast, or feeding the poor, or both, required of one who made up a Ramadan fast in Turkey based on the local dawnathan, and then learned there was a difference in the athan's timing?

Scholars have differed regarding the ruling on someone who ate or drank, thinking that the night still remained. Many of them held that their fast is invalidated and they must make up the day (qada'), while others held that their fast is valid and no make-up is required. This latter view was preferred by Sheikh al-Islam Ibn Taymiyyah and Sheikh Ibn Uthaymeen, who based their argument on the hadith of the Bedouin who prayed incorrectly and the hadith of one who ate after dawn out of ignorance. In these instances, the Prophet (peace be upon him) did not command them to make up what they missed due to ignorance. Accordingly, the fast is valid due to ignorance of the time difference in the new city, though it is more cautious to make up the days to avoid disagreement among scholars.
