What is the ruling on delaying prayers beyond their prescribed times in Pakistan's mosques, such as the 'Asr prayer an hour before sunset, and the Fajr prayer near sunrise?

As long as you pray the five daily prayers in congregation and at their preferred time, there is nothing upon you. It is preferable to perform the prayer at the beginning of its time, based on the hadith: "Which deed is most beloved to Allah Almighty? He said: Prayer at its appointed time." An exception to this is the Dhuhr prayer during intense heat, based on the hadith: "When the heat intensifies, delay the prayer until it cools down." As for the Isha prayer, it is preferable to delay it until midnight, based on the hadith of Aisha (may Allah be pleased with her): "The Prophet (peace be upon him) once delayed the Isha prayer one night… Then he said: 'Indeed, this is its time, were it not that I would impose a hardship upon my Ummah.'" The Prophet (peace be upon him) used to pray Fajr in the darkness before dawn (ghalas), based on the hadith of Aisha (may Allah be pleased with her): "Believing women used to attend the Fajr prayer with the Messenger of Allah (peace be upon him), wrapped in their cloaks. Then they would return to their homes after performing the prayer, and no one would recognize them due to the darkness."
