Is specifying the number of repetitions when reciting and reading Quranic verses, and making that obligatory, considered an innovation (bid'ah) or permissible?

Mandating students to repeat and review memorized material a specific number of times is not an innovation (bid‘ah). This is because it is not an act of worship tied to those specific numbers, nor is there a belief in their legal particularity. Rather, frequent repetition and review play a role in mastering and perfecting memorized material. The Prophet (peace be upon him) encouraged the regular revision of the Qur’an so that it would not slip away, and scholars used to repeat their lessons many times to solidify their memorization.
