Is it permissible to marry a committed Muslim woman who lives in non-Muslim lands and does not speak Arabic fluently, with the intention of protecting oneself and her, and bringing her out of non-Muslim lands, and will one be rewarded for that?

If the girl is religious and of good character, then it is advisable to marry her, as the Prophet said: "A woman is married for four reasons... so seek the one who is religious, and you will prosper." Her not speaking Arabic well is not a flaw, as she can master it over time. Marriage is an act of worship and obedience for which a servant is rewarded, with the intention of protecting himself and his wife from sin. The reward increases if the intention also includes extricating the girl from an environment of corruption.
