Giving money to an official or employee so that he performs his obligatory duty is a forbidden bribe. The Prophet, peace and blessings be upon him, cursed the briber and the bribed. The prevalence of this bribery is a corruption that must be repelled, not assimilated until it becomes a custom. Therefore, it is not permissible for the questioner to pay these monies, which he calls a commission, to the tender committee or to the official within it.
