What is the reason for the difference in fatwas regarding the prohibition and permissibility of photography, and what is the Shar'i ruling on this issue with its evidence from the Qur'an and Sunnah?

There is no change in the fatwa concerning the ruling on photographing animate beings that are not three-dimensional. It is forbidden by scholarly consensus because it imitates Allah's creation. As for the difference in fatwas, it occurred in the application of the ruling to certain types of photography, such as photographic imaging.
