Is it permissible to say, "Such and such article of the Penal Code states" instead of "Allah Almighty has said, and His Messenger, peace and blessings be upon him, has said" in matters where the law agrees with Sharia, when working in legal affairs?

There is no harm in the aforementioned statement if the intention is that the article stipulated such and such, based on the reliable principles from which the law was derived. So, if the law is taken from the texts of Sharia and conforms to them, then there is no harm in mentioning its text if there is a benefit in doing so.
