Reporting something contrary to reality is prohibited lying, and it is not permissible except out of a necessity that cannot be repelled by anything else. Lying in the mentioned scenarios can be avoided by apologizing for not answering, or by using tawriyah (equivocation), which is when the speaker says something that has an apparent meaning immediately understood by the listener, and also another hidden meaning, which is the speaker's intended meaning.
