What is the ruling on burying a fetus of three months, and is it permissible to cremate its body and scatter its ashes in Muslim cemeteries if burial according to Islamic rites is difficult in non-Islamic countries where the burial process costs a large sum of money?

There is no disagreement among the majority of jurists regarding the obligation to bury a miscarried fetus if some of its features are discernible, especially after three months, out of respect for it. This obligation falls upon its guardians, who must expend money for its burial. If they are unable, they should seek assistance from charitable organizations and Islamic centers. It is not permissible to allow disbelievers to cremate it, as that would be an act of degradation. This applies if it is possible to pay the amount; otherwise, Allah does not burden a soul beyond its capacity.
