It is permissible to take a fee for recruiting workers if the state does not prohibit it and the fee is commensurate with the going rate for the effort and money expended in processing the paperwork. However, if the state prohibits it, then it is not permissible to recruit workers for anyone other than the one to whom the visa was granted, due to the generality of the hadith: "Muslims are bound by their conditions in what is lawful."
