Is the money received by the owner of a commercial establishment from the profits of other companies where workers sponsored by him are employed considered lawful (halal) or unlawful (haram), knowing that he does not take directly from the workers' salaries and guarantees their rights?

It is permissible to take a fee for recruiting workers if the state does not prohibit it and the fee is commensurate with the going rate for the effort and money expended in processing the paperwork. However, if the state prohibits it, then it is not permissible to recruit workers for anyone other than the one to whom the visa was granted, due to the generality of the hadith: "Muslims are bound by their conditions in what is lawful."
