What is the ruling on opening an account and using Visa and Mastercard from the the Saudi British Bank (SABB)?

The aforementioned bank is known to be usurious, so it is not permissible to open an account with it, as there are lawful alternatives. However, if it has an independent Islamic branch that adheres to Sharia principles and has a trustworthy Sharia supervisory board, then there is no objection to dealing with it and opening an account with it. As for the ruling on using the aforementioned cards, it has been explained in previous fatwas.
