It is not permissible for the questioner to take a commission from labor supply offices except with the permission of his company.
If the laws of the state prohibit burdening the worker with visa costs, then it is not permissible for the company to violate that, nor is it permissible for the questioner to accept the company's condition of burdening the worker with these costs.
The questioner must choose between not burdening the workers with these costs or leaving this field, because burdening them with that is considered an injustice and taking money unlawfully.
