What is the ruling on selling a Mus'haf to Dhimmis when the seller knows they will touch it and gift it to a Muslim? And what is the correct action in such a situation?

An unbeliever is not permitted to touch the Qur’an, due to the Hadith: "No one should touch the Qur'an except one who is pure." This is because the unbeliever combines both major and minor ritual impurity, and due to his impurity.

The majority of jurists are of the opinion that an unbeliever is prohibited from touching the Mushaf, because an unbeliever is impure, and thus the Mushaf must be protected from his touch.

As for tafsir (exegesis) and translations of the meanings of the Qur'an, and the Mushaf that includes tafsir and translation, it is permissible for an unbeliever and one in a state of ritual impurity to touch them. This is because the ruling concerning the Qur'an applies specifically when it is written solely in Arabic and does not contain tafsir.

One can prevent an unbeliever from touching the Mushaf by asking him if he has performed ablution. If he wishes to purchase it, the Mushaf should be carried and given to the unbeliever with a barrier for him to look at it, then it should be wrapped for gifting, or he should be given a Mushaf with tafsir in its margins or a translation of meanings.
