Is it unlawful to remove the eyebrow hair of foreign women and to clean the eyebrows without shaping them?

The profession of hairdressing and styling for a woman who displays her adornment (mutabarrijah) is impermissible (haram), whether she is Muslim or disbeliever. This is because it assists her in temptation (fitnah) and vice. Allah Almighty said: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression." Furthermore, removing eyebrow hair (al-namṣ) is impermissible, and the Prophet, peace and blessings be upon him, cursed the namisah (the one who plucks) and the mutanamisah (the one for whom it is plucked). This applies to both Muslim and disbelieving women. If eyebrow cleaning involves removing hair, then it is forbidden namṣ. One must refrain from these practices to guard against Allah's wrath.
