Does a person become an unbeliever if he leaves papers containing Qur'anic verses dishonored in the street due to shame before people, and repeats this action?

If a Muslim sees something discarded that contains the mention of Allah and it is easy for him to pick it up without difficulty, he should pick it up and then dispose of it by burning, shredding, or similar methods. Otherwise, he would be committing a sin. Mere embarrassment is not an excuse to leave it; for Allah is more deserving of awe and modesty. However, if picking it up involves apparent difficulty, then he is not obliged to do so, because hardship brings ease. Some scholars have mentioned that the solution to this problem lies in spreading Islamic awareness so that everyone cooperates in respecting what should be respected.
