Does the husband's saying "you are divorced" to his wife after the marriage contract but before consummation, followed by the spouses' regret and their desire to reconcile, necessitate a new contract and a new dowry, or is that not required because consummation has not occurred?

It is obligatory for a Muslim to revere the marriage contract, for it is a solemn covenant. The Prophet, peace and blessings be upon him, described it as the most deserving of conditions to be fulfilled, because by it, private parts become lawful. Therefore, it should not be taken lightly or hastily terminated, due to the danger this poses to the marital relationship.

Divorce pronounced with the mentioned صيغة (formula) results in a minor irrevocable divorce (طلاق بائن بينونة صغرى), after which it is permissible to remarry the divorced woman immediately with a new dowry, as she has no waiting period ('idda).
