What is the Sharīʿah's view on a mother refusing her son's marriage to a girl from another country?
A man should choose a righteous woman of good character and religious commitment for marriage. If the aforementioned girl is upright in her faith and character, the mother should not object to her son marrying her merely because she is from another town. The son should try to satisfy his mother. If she is not pleased, then his dutifulness to her takes precedence, unless there is an overriding benefit that necessitates marrying her. If the son were to forgo marrying her to please his mother, it would be better for him, and Allah might compensate him with someone better.
