Is it permissible to delay giving out Zakat for several months in order to distribute it in the Zakat payer's home country?

Zakat must be disbursed at the completion of the lunar year, not the solar year, because the lunar year is shorter, and delaying it constitutes an infringement on the rights of the poor. It is preferable to distribute Zakat in the country where it becomes due or nearby, unless there are no eligible recipients or there is someone in greater need in another country. In such cases, it is permissible to transfer it to them, and even if all of it is transferred outside the country where it became due, it is still valid. It is not permissible to delay Zakat beyond its due time if one is able to disburse it, and whoever delays it is liable for it.
