Is marriage considered a completion of half of one's religion, and is one excused for not being able to marry due to lack of money and a stable job?

Whoever marries has completed half of his religion because marriage safeguards one from fornication, and chastity is one of the two characteristics for which the Messenger of Allah, peace and blessings be upon him, guaranteed Paradise. And whoever is unable to marry, then he must be chaste and patient, and fast frequently; as the Prophet, peace and blessings be upon him, said: "O young men, whoever among you can afford to marry, let him marry, for it is more effective in lowering the gaze and guarding the private parts. And whoever is not able to, then he should fast, for it will be a shield for him." And he should strive to earn a lawful living along with making supplications.
