What is the meaning of "and it is a recitation from someone who recites with a Kasra on the letter Hā’ in ‘around him’," and is the phrase "from around him" in verse 6 of Surah Al-Munafiqun omitted or abrogated?

The aforementioned sentence is part of a Hadith narrated by Imam Muslim, and it is the statement of Abdullah ibn Ubayy to his companions: "Do not spend on those who are with the Messenger of Allah until they disperse from around him." The narrator Zuhair ibn Mu'awiyah indicated that the reading of "min hawlihi" (من حوله) with a kasra on the letter Haa (ح) is the one that exists. This phrase "min hawlihi" is not found in the Holy Quran, and the narrator did not intend for it to be Quran, but rather it is an account of Abdullah ibn Ubayy's speech.
