What is the interpretation of Allah Almighty's saying: "Allah is He Who created seven heavens and of the earth the like thereof. The Command descends between them, so that you may know that Allah is over all things competent, and that Allah has encompassed all things in knowledge"?

Allah created seven heavens and seven earths. Between them descend His command, His laws, and His universal and preordained decrees, so that His servants may know that He, glorified be He, has the creation and the command, and He possesses perfect power, and that He encompasses all things in knowledge, and to Him belong the most beautiful names and the most sublime attributes. This instills a sense of magnifying the religion and faith in Allah's power to bring creation to life. The majority of scholars have agreed that the seven earths are layered, one above the other. It is obligatory to believe in what the sacred texts have stated regarding seven heavens and seven earths, without delving into what has not been reported.
