The answer

Ahmad and Al-Bayhaqi reported from the Prophet, peace be upon him: "The wealth of a person is not lawful except with his willing consent," and "Nothing of a brother's wealth is lawful for a person except what he willingly gives." Public funds are more sacred than private funds. Therefore, it is obligatory to adhere to the conditions set by officials. If they decide that the cost of beverages is covered by the institution, then there is no objection to consuming them without exceeding limits, based on the Almighty's saying: "O you who have believed, fulfill [your] contracts." Likewise, it is obligatory to obey them in prohibiting entry to the kitchen as long as it is in the interest of the work, and the judgment of the official takes precedence.
