What is the ruling on khulʿ when the husband dislikes his wife, the conditions for khulʿ are not met, and there is an infant daughter?

It is permissible for a woman to seek khul' (divorce by mutual consent, initiated by the wife) during her menstrual period, or during a period of purity in which her husband had intercourse with her. This is because khul' is not a [revocable] divorce, but rather a redemption. Moreover, the original reason for preventing a husband from divorcing [his wife] in these situations is to harm the woman by prolonging her waiting period (iddah). If she consents to this, she has waived her right.
