What is the ruling on the fast of a Muslim who is in a region where night does not occur, and how does he determine the times for prayer?

A traveler in Ramadan, covering a distance that permits shortening prayers (qasr), whether by land or sea, is not obligated to fast until he returns to his place or intends to stay for four days or more. If he is in a place where daylight is continuous, he relies on the timings of the nearest country where night and day are distinct for determining the beginning and end of the month, as well as the times for imsak (abstinence), iftar (breaking fast), and prayer.
